The 51st U.S. Congress that met between March 4, 1889 and March 4, 1891 was referred to by some critics as the "Billion Dollar Congress". Both houses of Congress held a Republican majority and the President, Benjamin Harrison was also Republican.

There were a number of important pieces of legislation that came out of this Congress, including the McKinley Tariff, the Sherman Antitrust Act and the Land Revision Act of 1891, which established national forests. Other legislation that led to large increases in spending included passing of a bill to grant generous pensions for Civil War veterans and expanded those eligible for the benefits to noncombatants and children of veterans.

The lavish spending seen by critics of the Congress in part led to loss of public support and culminated in the reelection of Grover Cleveland in 1892.
