The U.S. metropolitan city area as noted in yearly U.S. Census records and reported in USA Today which has seen the largest decrease in citizen population due to migration in 2010 to the end of 2017 has been Chicago-Naperville-Elgin, Illinois. In this particular area, the citizen population decrease which was due to migration from 2010 - 2017 was 296,320. The population change during these years was +0.8% (9,461,541 to 9,533,040). The natural growth from 2010 - 2017 was 869,178 births and 501,469 deaths.

To help identify America’s fastest declining cities, the U.S. Census reviewed annual estimates of resident population and the estimates of the components of residential population data change from April 2010 to July 2017 as provided by the 2016 American Community Survey (the U.S. Census Bureau survey required by U.S. law).
