Bill Clinton is the president who has given the longest U.S. State of the Union address. So far, his 1995 State of the Union address is the longest given by any president to a joint session of Congress (the 104th Congress). The speech by Bill Clinton lasted nearly 1 hour and 25 minutes and consisted of 9,190 words.

Also, this was the first speech delivered to a Republican-controlled Congress since 1954. This was the first time a Republican Speaker sat in the chair since 1954. The Speaker at the time was Newt Gingrich of Georgia.

Essentially, President Bill Clinton discussed having a 'New Covenant' with all Americans living either in or outside the country. In his vision, it was a proposal for a much smaller government with key tax reductions to aid various segments of the society.
