Husband E. Kimmel, born February 26, 1882, graduated from the United States Naval Academy in Annapolis, Maryland. Kimmel was appointed as aide to the Assistant Secretary of the Navy, Franklin D. Roosevelt in 1915. He was appointed Commander in Chief, US Fleet (CINCUS) and was also appointed Commander in Chief, US Pacific Fleet (CINCPACFLT) in February, 1941.

The Pacific Fleet had been moved from San Diego to Pearl Harbor in 1940 in spite of concerns for its vulnerability. Kimmel wrote to his superior in February, 1941 regarding his fear of a surprise attack and the preparations he was making.

Kimmel was relieved of his command 10 days after the December 7, 1941 attack by the Empire of Japan which resulted in the deaths of 2,403 American military and 68 civilians. He retired early in 1942 and died in Groton, Connecticut on May 14, 1968.

In the 1965 film "In Harm's Way", Kimmel was portrayed as a victim of unfortunate circumstance by actor Franchot Tone. The 1970 film "Tora! Tora! Tora!" portrays Kimmel, played by actor Martin Balsam, in a sympathetic light: a capable commander operating in an environment plagued by poor communication, inadequate training and systemic unreadiness. Canadian actor Colm Feore portrayed Kimmel in the 2001 movie "Pearl Harbor". Andrew Duggan played Kimmel in the 1983 miniseries "The Winds of War".
