Radio Free Europe, Radio Liberty (RFE/RL) began after the second world war in 1950 is still operating today broadcasting in 26 languages into 22 targeted countries. RFE and RL were originally separate organizations, conceived by George F. Kennan (United States Department of State) and Frank G. Wisner (Office of Policy Coordination, later the United States Central Intelligence Agency) to utilize the talents of post-World War II Soviet and Eastern European émigrés in support of American foreign policy. In 1971, all CIA involvement ended, and thereafter RFE and RL were funded by Congressional appropriation. RFE is presently funded by a grant from the U.S. Congress to the tune of $124 million dollars in FY 2018. RFE/RL journalists report the news where a free press is banned by the government or not fully established. RFE provides what many people cannot get locally: uncensored news, responsible discussion, and open debate. RFE has broadened its original scope to now include social media and video reporting. One has to wonder if this type of reporting could be considered election interference in these countries?
