What do you call a person who makes hats?
Millinery is the designing and manufacture of hats.
A millinery shop is a place, where all these goods are sold.
A milliner creates hats, work on design and sells them.

a milliner is a person who makes WOMEN'S hats, a HATTER IS a person who makes MEN'S hats. I know this because my mother's family made a fortune in 1800-1810, in the Hatting industry, and my father-in-law's first job was as a millinery salesman.
