What does the 3rd Amendment to the US Constitution establish?
The 3rd Amendment was designed to stop the practice of quartering soldiers in private homes in time of peace and in time of war only in a manner prescribed by law. The British had forced private citizens to house British soldiers regardless of whether they wanted to or not.

And the 2nd amendment was intended to allow firearms against insurgent militias, NOT to allow mentally ill people to commit mass shootings with automatic weapons.

Howard Groopman, For once, I agree. The fact that a weapon is an inanimate object and cannot commit anything by itself, should be reason enough that people with a diminished mental capacity should not be allowed to purchase any weapon. That being said, anything someone uses to kill another human is a lethal weapon. That includes even a butter knife or a soup spoon handle.
