Haji Javed Iqbal Khokhar's record padlock is recorded in recordholders.org not the Guinness Book of Records. His first padlock, 2002, weighed 890kg.

Why did he make it? What did he use it for? Was it just to put it in the Guinness Book of Records, if so and it has no practical use then what a waste of time.

Maybe the lock was made to lock a chastity belt. The weight would be an added feature to ensure that it worked. 🤣
