In 1995, when he was 17, Balamurali Ambati graduated from Mount Sinai School of Medicine, New York City, effectively becoming the world’s youngest doctor (and a Guinness World Record holder). Ambati completed all his medical training by the age of 24, making him an anomaly in the medical profession since most doctors don’t finish their instruction until their early to mid 30s. Balamurali Ambati is an Indian American who is now an ophthalmologist, educator, and researcher, currently working at the University of Utah. Specifically, Dr. Ambati is a professor of ophthalmology and visual sciences.

A med student has to pass a three step test (aka "boards", USMLE) in order to apply for a medical license in the US. After completing a Doctor of Medicine (MD) They must go through post graduating training-better known as residency.

Chuck Topping, In the article it says that had passed the National Medical Boards while still 17, thus becoming a doctor. In other online sites they said the Guiness Book of Records, on May 19 1995, recognized that fact.
