Not exclusive to people of specific Mexican heritage. This is also practiced in some Latin countries and former colonies of Spain such as the Philippines.

Observed throughout the Catholic world, though maybe more low-key than Mexico. 1st November = All Saints Day; 2nd November = All Souls Day.

Nov 1st is the All Saints day and Nov 2nd is the Day of the Death. These are Catholic feasts

This is always happening around Halloween. Everywhere you look there are orange Marigolds for sale, part of the tradition, in honor of the dead.
