Which American jurist said "a grand jury would 'indict a ham sandwich,' if that's what you wanted"?

A jurist is a student of the law. Sol Wachtler was Chief Judge of the New York Court of Appeals from 1985 to 1992 and also a keen student of the law. Known for the remark, "A marriage license should not be viewed as a license for a husband to forcibly rape his wife with impunity" he was a key figure in making spousal rape a criminal offense.

I served on a federal grand jury and that statement is pretty much true.

He was convicted of felony stalking and went to prison.

I think it was quoted even earlier in a Jack Anderson column. A similar statement by Thomas Puccio about being able to indict a ham sandwich.

To find the the "ham sandwich" statement click on the wikipedia article I had to go to the "Career" section, then I found the statement in the second paragraph. The author could easiy have put that statement in his explanation.
