Which country (including overseas territories) covers the most time zones?

If you count everything, including overseas territories, then France claims the title by covering 12 time zones. The United States would be the runner-up with 11 and then Russia with 9.

Metropolitan France uses Central European Time (heure d'Europe centrale, HEC: UTC+01:00) and Central European Summer Time (heure d'été d'Europe centrale: UTC+02:00). Daylight saving time is observed in Metropolitan France from the last Sunday in March (02:00 CET) to the last Sunday in October (03:00 CEST). With its overseas territories, France uses 12 different time zones, the most of any country in the world.

Russia covers 11 time zones not 9. This has been a quiz question several times and the answer has always been given as 11 time zones. We need consistency here. And correct answers.
