Richard Moore, Carson City, NV is also an independent city, but it's essentially Nevada's way of creating a consolidated city-county government. Instead of merging the city & county under a single government (as in Nashville, TN, as well as city-parish in Baton Rouge, LA & city-borough in Juneau, AK), Nevada abolished Ormsby County and expanded Carson City to cover the former county. All of the above, as well as Richmond, are considered "county equivalents" by the Census, as are all Louisiana parishes & Alaska boroughs. Allowing for that, the answer is correct: Lansing is the ONLY state capitol that is NOT the seat of its own county (or county equivalent); even Jackson is ONE of the seats of its county.

I spent some time in Lancing at MSU Kellogg Center training. In our free time, we walked downtown and visited the capitol building. There were no guards, the building was wide open and never encountered a living soul. Until this day, that remains a mistry. We really had a good time while at MSU. Alway something happening on campus or downtown events. The food at the Roadhouse was outstanding and never forget. Thanks Lansing folks for the hospitality 🙌
