He made Christianity a lawful religion in Roman society, and he founded the City of Constantinople, the capital of the Eastern Roman Empire. He led with the development of a Christian imperial governing class and, perhaps, this was his greatest achievement in the social and cultural history of mankind. He also enacted a great number of reforms in political, cultural and economic spheres to strengthen his empire.
