What American actor played the part of Bert in "Mary Poppins" movie?

This American actor started his career as a comedian (TV actor), but very soon his talent was noticed by film makers and he was able to start his film career as well. For sure, one of his best works is in "Mary Poppins" as in the movie he managed to portray two absolutely different characters: his first role was a friendly young sweep and the second one - an old and arrogant director of the bank.

I knew he was Bert, but I never knew he was the director of the bank too. I was a young girl when the movie came out, and only watched it twice. If I get a chance to watch it again, I will take note of the banker and assuredly recognize him.
