What ancient city required wagon wheels be muffled with rags to reduce noise pollution?
Unwanted sounds or noises can be traced back to Old Testament stories of very loud music and barking dogs as well as to ancient Rome [as well as wealthy cities like Pompeii] where city residents complained about noisy delivery wagons on their cobblestone streets.

Not sure about that. I've been on that very street and one of the remarkable things about it is the deep grooves worn into the stone surface by wheels.
