Which president helped create the March of Dimes?

The March of Dimes Foundation is a nonprofit organization based in US, which helps mother and their babies to improve and maintain health. The organization was originally founded by Franklin D. Roosevelt to reduce the cases of infantile paralysis (polio) and combat the disease. Later the mission of organization was changed, and it started helping pregnant women and children, also trying to reduce the level of infant mortality and prevent birth defects. The President himself was a victim of polio, as the disease left his legs permanently paralyzed in 1921.
