This phrase was popularized by United States President Richard Nixon in a November 3, 1969, speech in which he said, "And so tonight—to you, the great silent majority of my fellow Americans—I ask for your support."

Initially, Nixon's speechwriter Pat Buchanan used the phrase in a memo to the president. Nixon singled out the phrase and went on to make use of it in his speech. Before using this phrase, other phrases such as forgotten Americans and quiet Americans had been used to refer to people in America who did not express their opinions publicly.

In 1969, Nixon applied the phrase in a speech that basically made his presidency. Later, Pat Buchanan noted that while he had written the memo that contained the phrase, "Nixon wrote that speech entirely by himself."
