Who formulated the Periodic Law?
Dmitri Ivanovich Mendeleev (8 February 1834 – 2 February 1907) was a Russian chemist and inventor. He formulated the Periodic Law, created a farsighted version of the periodic table of elements, and used it to correct the properties of some already discovered elements and also to predict the properties of eight elements yet to be discovered.

The periodic law was developed independently by Dmitri Mendeleev and Lothar Meyer in 1869. Mendeleev created the first periodic table and was shortly followed by Meyer. They both arranged the elements by their mass and proposed that certain properties periodically reoccur.

Actually, none of these responses is correct. Mendeleev published the first generally-accepted periodic table of elements based on atomic masses, but there were some anomalies he could not account for. Mosely, a student of Rutherford, clarified those anomalies by relating properties to atomic numbers. Mosely actually developed the modern periodic law.
