In 1991, The George Lucas Educational Foundation was founded as a nonprofit operating foundation to celebrate, encourage and provide funding for innovation in schools.

The Foundation's content is listed under the brand ''Edutopia', in an award-winning web site, social media and via documentary films. 'Edutopia' focuses on 6 core learning strategies- "Comprehensive Assessment, Integrated Studies, Project-Based Learning, Social & Emotional Learning, Teacher Development and Technology Integration" for students from Kindergarten through the 12th grade.

Lucas, through his foundation, was one of the leading proponents of the 'E-rate' (Schools and Libraries of the Universal Service Fund) that provides discounts to assist schools and libraries in the US to obtain affordable telecommunications and Internet access. The 'E-rate' program was enacted as part of the 'Telecommunications Act of 1996'.

Years later in 2008, Lucas testified before the United States House of Representatives subcommittee on Telecommunications and the Internet as the head of his Foundation to advocate for a free wireless broadband educational network.
