What is a person doing if they are battologizing?

According to WordReference.com, an online language dictionary, battologize is a verb meaning to repeat (a word, phrase, mannerism, etc.) excessively or (of writing or speaking) to repeat words, phrases, etc., to an excessive and tiresome degree. The noun form is battology and is from the Greeks 'battologia' meaning stammering speech.

The word has a lot of potential uses. For example, that whiny teenage voice saying “Daaaaa….ad! Stop battologizing! I heard you the first time!’’ and also parents who tell their children not to do something (again and again and again). There are people whose speech seems stuck in some sort of loop which is not good. However, sometimes the repetition is necessary when people are not understanding its point.
