First reported in Cuba in late 2016, the mysterious neurological illness has afflicted American spies and diplomats in Russia, China, Austria and several other countries. In 2016, US diplomats and other employees stationed in Cuba's capital, Havana, reported feeling ill after hearing strange sounds and experiencing odd physical sensations in their hotel rooms. The symptoms included nausea, severe headaches, fatigue, dizziness, sleep disorders, and hearing loss. This has since come to be known as "Havana syndrome".

A study released by the National Academics of Sciences in 2020, commissioned by the U.S. examined four possibilities of Havana syndrome - infection, chemicals, psychological factors and microwave energy. "Microwave weapons" are a type of direct energy weapon, which aim highly focused energy in the form of sonic, laser, or microwaves, at a target. The U.S. Department of State has referred to the events as "unexplained health incidents " or UHIs.

A member of US Central Intelligence Agency (CIA) Director Williams J. Burn's team experienced symptoms in line with so-called "Havana syndrome" during the team's visit to India in September, 2021. In August a trip by US Vice-president Kamala Harris to Vietnam was delayed three hours due to a reported case at the embassy in Hanoi. Worried diplomats are now asking questions before taking foreign assignments with their families.

The CIA has taken over the hunt for a cause, with a veteran placed in charge.
