When did Latvia declare its independence from Russia?
It happened on the 18th of November
In the beginning of the 20th century WWI devastated the territory of Latvia and other western parts of the Russian Empire. The country was exhausted and tired, so on 11 November 1918, the People's Council of Latvia proclaimed the independence of the new country. The event was part of a general chaotic period of civil and border wars in Eastern Europe.

Narinder Singh, 1918 is correct. Latvia broke away from Russia at the end of WW I. It regained its independence at the breakup of the USSR in 1991 --- not 1994.

I got the answer, but this could have two answers. Latvia first declared its independence in 1918, but they were a puppet state until declaring its independence in August 1991. Which answer is acceptable?
