Where is the world's second lowest lying capital city?

Amsterdam is located in the western Netherlands in the province of North Holland. It is about 2 metres (6.6 feet) below sea level making it the second-lowest lying capital city in the world. The river Amstel ends in the city centre and connects to a large number of canals that eventually terminate in the IJ which is a body of water, known for being Amsterdam's waterfront.

The surrounding land is flat as it is formed of large polders which are areas of low lying land reclaimed from the sea by building dykes and drainage channels. The North Sea Canal connects Amsterdam to the North Sea.

Amsterdam comprises of 219.4 sq km (84.7 sq mi) of land with parks and nature reserves making up 12% of Amsterdam's land area.

Baku is located 28 metres (92 ft) below sea level, which makes it the lowest lying national capital in the world and also the largest city in the world located below sea level. It is the capital and largest city of Azerbaijan and also the largest city on the Caspian Sea and of the Caucasus region. Baku lies on the southern shore of the Absheron Peninsula, alongside the Bay of Baku.
