"The Fourth Protocol" (1987) is focused on an East-West (Communist/ Socialist Bloc-Free/Capitalist Bloc) agreement which established a halt to nuclear proliferation. The film is a British Cold War spy film starring Michael Caine and Pierce Brosnan. It is directed by John Mackenzie and is based on the 1984 novel "The Fourth Protocol" by Frederick Forsyth. It was produced by Timothy Burrill with cinematography by Phil Meheux, music by Lalo Schifrin, and editing by Graham Walker.

The plot has British spy John Preston (Caine), recently demoted by his boss for a well-intentioned but unsanctioned mission. He stumbles onto a covert plot by KGB agent Valeri Petrofsky (Brosnan), who is attempting to build and detonate a nuclear bomb on British soil and blame it on the US. With the support of the ailing MI5 director, Preston (who remains at odds with several of his superiors) attempts to uncover and thwart the plot before it's too late. It is learned that the Fourth Protocol is a fictional secret protocol of the 1968 Nuclear Non-Proliferation Treaty, containing an explicit agreement between the world's nuclear powers that nuclear weapons will only be delivered to their target by conventional means (dropped from aircraft or on missiles).

"This film was a critical and commercial success. Critics said, "This is an entertaining movie at a rudimentary, never-to-be-taken-seriously level." Produced on a budget of $6 million, $12.42 million was made at the box office.
