With the support of the ailing MI5 director, Preston (who remains at odds with several of his superiors) attempts to uncover and thwart the plot before it's too late. It is learned that the Fourth Protocol is a fictional secret protocol of the 1968 Nuclear Non-Proliferation Treaty, containing an explicit agreement between the world's nuclear powers that nuclear weapons will only be delivered to their target by conventional means (dropped from aircraft or on missiles).

"This film was a critical and commercial success. Critics said, "This is an entertaining movie at a rudimentary, never-to-be-taken-seriously level." Produced on a budget of $6 million, $12.42 million was made at the box office.
