Out of these 4 states, Vermont came first on March 4th 1791, next was Ohio on March 1 1803, then Indiana on December 11 1816, and finally Tennessee on June 1 1796. None of these were ratified, rather admitted to the Union. Article IV, Section 3, Clause 1 of the Constitution grants the Congress the power and authority to admit new states to the Union, and since then, the number of states has grown from 13 to 50.
