Which of these four countries is not a member of NATO?

Finland has not joined the North Atlantic Treaty Organization. However, the country joined the NATO Response Force and the EU Battlegroup. Finland and NATO cooperate actively in many areas, such as the development of different projects in military training and education. Slovakia and Slovenia are NATO members, they joined in 2004, Albania joined in 2009 as well. Today NATO consists of 28 countries.

d p catalano, Finland was always more or less neutral since its independence in 1918. It was invaded in 1939 by the Soviets, which didn't't directly annexed all of the country because it would've been probably too troublesome. Putin, notwithstanding, Russia's decline is evident with all of the former Warsaw Pact countries joining NATO. Finland, though not a formal member does cooperate with it, undoubtedly pissing off Putin.
