Ronald Reagan was President of the United States, and he issued the executive order that permitted civilian use of the US Global Positioning System. President Reagan (February 1911 – June 2004) was an American politician who served as the 40th president of the United States from 1981 to 1989. He was a highly influential voice for modern conservatism. Prior to his presidency, he was a Hollywood, CA movie actor and union leader before serving as the 33rd governor of US state of California from 1967 to 1975.

The US Global Positioning System (GPS), originally Navstar GPS, is a satellite-based radio navigation system owned by the US government. It is operated by the United States Space Force. The GPS has satellites which carry atomic clocks that provide extremely accurate time. The time information is placed in the codes broadcast by the satellite so that a receiver can continuously determine the time the signal was broadcast. Thus, the receiver uses four satellites to compute latitude, longitude, altitude, and time. President Reagan and others said, "GPS use by civilians makes America a more secure society."
