In November 1997 New York City Mayor Rudolph Giuliani became the first elected official in history to broadcast his inaugural speech online.

Marc Scarpa produced the Webcast and was subsequently asked by the Mayor’s office in conjunction with DoITT to re-build New York City Hall’s Blue Room as a multi-platform broadcast facility which enabled daily press conferences to be broadcast live over the Web, TV and radio simultaneously.

New York City Hall is the oldest city hall in the U.S. that still houses its original governmental functions (The office of the Mayor of New York City and the chambers of the New York City Council). While the Mayor's Office is in the building, the staff of thirteen municipal agencies under mayoral control are located in the nearby Manhattan Municipal Building which is one of the largest government buildings in the world.
