He is responsible for using the drought in Los Angeles to make illegal profits. It is truly a worst situation since Noah doesn't need to do it; he is the already richest man in Los Angeles. Additionally, Noah murdered his son-in-law Hollis Mulwray by drowning him in a pond, and killed Ida Sessions, who he used to impersonate his daughter (Evelyn). At the end of the film, not only does he get away without any punishment, but he manages to escape with Katherine, and it's heavily implied he will use her to replace Evelyn.
