Jeremy Williams (born August 19, 1972) is an American former professional boxer and mixed martial artist. He challenged once for the WBO (World Boxing Organization) heavyweight title in 1996.
Jeremy Williams is known in the boxing world as one of the most feared knockout artists in the Heavyweight division of his time, with two of his 35 knockouts coming before 30 seconds of the first round—he KO'd Arthur Weathers in 8 seconds on March 19, 1996 (the fastest KO in California boxing history) and KO'd Louis Monaco 28 seconds into their second meeting on March 17, 2002 (Williams had knocked Monaco out in 3 rounds 6 years earlier).

I thought the referee had to count to ten after a knockdown. Wouldn't that make it double digits in seconds?

He would have to take a ten count , but he could have taken the punch in 8 secs. It depends how you interpret the question.

The shortest boxing match ever recorded was between Curtis Harper and Efe Ajagba at the Minneapolis Armory in Minnesota, which ended after one second without a punch thrown. Harper was disqualified after exiting the ring seconds after the opening bell.
It took fighters Michael Collins and Pat Brownson four seconds to identify who was the fittest. Collins won, making this the shortest boxing match of all time. In fact, it was so short that this fight can now be found in the book of Guinness World Records.
