How Often Are There 5 Mondays in February?
In order for there to be 5 Mondays in February, two things must happen. First, it must be a leap year. Second, February 1st must fall on a Monday, so that the remaining four Mondays will fall on the 8th, 15th, 22nd and 29th. It happens once every 28 years. So, we had 5 Mondays in February in 1988. We will face the phenomenon again in 2044. This year we also have 5 Mondays in February. You are welcome to check this out on your own:

Got it! I am constantly amazed here at the people who make fun of other people for not getting the right answer. Sadly, most of the belittlers can't spell, don't know how to write a proper sentence, don't understand the use of capital letters, and don't understand proper punctuation. Those of you who do this really need to pull the motes from your own eyes before trying to belittle others.

As far as I'm concerned, there are seven days in a week and every four years is a leap year. Therefore, seven times four equals 28.

Jim, great minds think alike. I can't believe how fast I came up with that formula. 7x4=28 . I realize the leap year part quicker than I wrote this sentence. Like I said: Pretty darn quick !
