Irish Mob boss Costello (Nicholson) plants Colin (Damon) as a spy within the Massachusetts State Police. Simultaneously, the police assign undercover state trooper Costigan to infiltrate Costello's criminal mob. When the sides realize the situation, Sullivan and Costigan each attempt to discover the other's identity.

In a scene in the movie it is Costello who says, "I don't want to be a product of my environment; I want my environment to be a product of me."
