Jardian, of course, was talking to Maverick, played by Tom Cruise. In more context, the captain directly said, "You don't own that plane, the tax payers do! Son, your ego is writing checks your body can't cash. You've been busted, you lost your qualifications as section leader three times, put in hack twice by me, with a history of high speed passes over five air control towers, and one admiral's daughter!"
In the movie, Cruise as Lieutenant Pete "Maverick" Mitchell is a young naval aviator aboard the aircraft carrier USS Enterprise. He and his radar intercept officer, LTJG (Lieutenant Junior Grade) Nick "Goose" Bradshaw (Anthony Edwards), are given the chance to train at the US Navy's Fighter Weapons School at Naval Air Station Miramar in San Diego, California. They want to prove to others that they are two of the best naval officers and fighter pilots in the United States Navy.

The screenplay was written by Jim Cash and Jack Epps Jr. It was inspired by an article titled "Top Guns", written by Ehud Yonay and published in 'California' magazine.
