He is in fact a Russian sleeper agent who has been raised in the USA to be a mole and become an instrumental figure in the US government.

"No Way Out" is a film that grossed $35.5 million at the box office worldwide against an estimated budget of $15 million. The film's critical response had critics and pundits saying: "Donaldson's modern spin on the dense, stylish suspense films of the 1940s features fine work from Hackman and Young, as well as Costner giving a very strong performance (star caliber in all aspects).
