This question is tricky & unfair & the answer uses the word " object" completely wrongly.; according to my info. Dubai is both an Emirate ( 4000 sq kilometers ) & the CAPITAL city of said Emirate. As one of the commentators said:?it seems to be BOTH. A city AND a country. So the question is ambiguous.
