Other than George Washington, what U.S. president saw the most new states enter the Union during his administration?
Benjamin Harrison saw six new states come into the Union during his administration. North and South Dakota, Montana, and Washington in 1889, and Idaho, and Wyoming in 1890. Harrison's administration was "sandwiched" between Cleveland's two non successive terms.

More stars were admitted during Harrison's administration, only 5 states were admitted during Washington's presidency, equal t0 James Monroe, who also saw 5 states admitted.

Grover Cleveland had 5 new states during his two administrations. Tied with James Monroe for the most outside of Washington.

The question is a bit misleading. Washington did not see the most states admitted during his administration. Both he and Monroe saw 5 new states added. 11 states had already entered prior to his presidency.
States preceding Washington were: Delaware, Pennsylvania, New Jersey, Georgia, Connecticut, Massachusetts, Maryland, South Carolina, New Hampshire, Virginia, and New York.
Under Washington: North Carolina, Rhode Island, Vermont, Kentucky, and Tennessee.
Under Monroe; Mississippi, Illinois, Alabama, Maine, and Missouri.
