Zhou Dynasty is Correct

Confucius, (born on September 28, 551 BC and died in 479 BC) was a force behind Zhou Tian Zi, who left a great legacy of governing by mercy, virtue, and humanity in Zhou Dynasty. Zhou employed much of Confucius teachings in his reign. Confucianism is often characterized as a system of social and ethical philosophy rather than a religion. In fact, Confucianism was built on an ancient religious foundation to establish the social values, institutions, and transcendent ideals of traditional Chinese society. Confucian virtue denoting the good feeling a virtuous human experiences when being altruistic. It is considered the outward expression of Confucian ideals. They are humanity, humility, humaneness, goodness, or love. (仁) is the foundational virtue of Confucianism. It characterizes the bearing and behavior that a paradigmatic human being exhibits in order to promote a flourishing human community. Many of his ideals and teachings evolved around the Four Principles: Disciple self, Put order in family, Effective governance of country, Pacify the world--修身,齊家,治國,平天下。

Unfortunately, the First emperor Qin Shi Huang (Qin Dynasty), who was the first Emperor to unify China, tended to be quite brutal. Although Qin wanted to stay with Confucius' teachings, his own policies often clashed with Confucius'. The fact that he ordered so many (involuntary) males to build The Great Wall was evident of his view on human life--ruthless more than benevolent.
