The character named Tap Tap The Chiseler is the evil twin to the U.S. TV cartoon hero Underdog. Tap Tap is a criminal who likes to chisel jewelry; he makes them into smaller pieces of jewelry. Since he bears an amazing resemblance to Underdog, Tap Tap can use this advantage to impersonate Underdog. However, unlike Underdog, he does not speak in rhyme. He appears to be a close friends with Riff Raff, an anthropomorphic wolf gangster, who loves to commit one crime after another crime.
In the end, it will be Underdog who exposes his evil double. Underdog makes sure that Tap Tap his twin goes to prison for stealing the Hopeless Diamond and framing Underdog for the crime.

By the way, the author has described one episode of an ancient cartoon from the 60's and there are probably a lot of people who've never heard of it, as would be expected!
