2 answers are not even close to the Reagan Asministration.
Most laws are not signed in early January when Congress is not in session.

Regarding the gratuitous final sentence ("Dr. Martin Luther King, Jr. is the only African-American to be honored with a national holiday in America."), this could have been worded in a positive sense by saying "Dr. Martin Luther King, Jr. is the only US-born person to be honored with a federal holiday in America."

No clue, but 2 were the wrong time frame and 1 was a holiday. So, easy peezy!

It took forever for MLK Day to be recognized in Arizona. We actually tried too hard. There were two ballot measures to have the holiday and one against it. Something like 30% voted in favor of one supporting bill and another 34% were in favor of the other. That split the favorables leaving 36% voting against so we had to wait even longer.
