You can get there by boat or seaplane. Seaplane is the way to go. Slow and low over the water. The pilot will callout shipwrecks and sea life. You can snorkel around the fort, too. Good experience.

Short on history, I know Samuel Mudd and other civilian prisoners of the Lincoln assassination were housed there. Good reading and a wealth of history. Mudd being the doctor that helped Booth help save the lives there during a yellow fever out break in 1867.

The question I have about "Fort Jefferson" was it not completed, because of history putting it into that position, or the fact that the "Federal Government" didn't want to get in the way, & disrupting history from the past?
