I guessed China, because of the population, however a google search shows North America's Hartsfield–Jackson Atlanta International Airport 1st busiest

it had to be Dubai

I had a strong hunch it was Dubai. Have a friend who has to travel through Dubai airport to get home. Have been to the Atlanta airport.

with all the talk about places being built there I figured Dubai was the right answer.

I think this answer is wrong. Should have thoroughly read and understood the question better.
