This quote by Twain is focusing on the actions a person takes when expending mental and emotional energy on the possible consequences of a problem that is very unlikely to happen. "People should not worry about things that will never happen" according to Twain. Additionally, "No amount of guilt or fear can change our past or our future."
Doctors (medical experts) tell us that worrying is stupid. The fact is, we (humans) should not spend time dwelling on the "what if's". We are frequently told that as human beings all we are capable of doing is working hard and letting our work speak for itself when the time comes. Hopefully everything falls into place. If it doesn't, people have the knowledge that they did all they could. We keep being told to pick ourselves up again and continue to work hard to meet and surpass our next obstacle(s) in life.
