The Rules Committee or the Committee on Rules is a committee of the United States House of Representatives. It is in charge of determining under what rule other bills will come to the floor of the House for debate and discussion. Unlike most other committees, which are responsible for specific areas of governmental policy, the Rules Committee is directly and solely responsible for determining which bill will come to the floor.

Because bill operations are allowed to proper function, the Rules Committee is one of the most powerful committees, and it is often described as "an arm of the leadership" and the "traffic cop of Congress." Also the Rules Committee works with two main subcommittees, one focusing on legislative and budget matters and the other subcommittee focusing on the internal operations and procedures of the U.S. House of Representatives.
