The measure most often used is Gross Domestic Product (GDP), which represents the size of a country's economy. A refinement of this is per-capita GDP, which is a measure of the average welfare and affluence, or poverty, of residents of a country.A country with a GDP per capita of $765 dollars or less is defined as a low-income or poor country. The Democratic Republic of Congo has the lowest GDP per capita than any other country.

Peggy Brown, what would "Jesus Christ" say, about your reply to James Turk suggestion of "humanitary aid" to such a poor country? Now, as a "Christian" I can recall reading from "The Bible" Jesus Christ saying, "feed the poor, & heal the sick" of the world, who can't do it on their own.

Who vets these questions? At the time of reading there are several countries and states could be right, just because the majority picked the correct answer, does not mean it's correct at this time. What time frame was question set in?

A country that endured one of the most savage colonial regimes in history, as the colonial master hungered for rubber. Appalling atrocities exposed by Joseph Conrad and Roger Casement. At independence, in 1960 of a population of c. 15 million, there were just thirteen university graduates. A great way to prepare a country for independence. And then Union Miniere, aided and abetted by various commercial and imperialist chancers wrought havoc there, including engineering partition and assassinating the prime minister and Dag Hammarsjold, and continued to mischievously interfere afterwards. Is it any surprise that the country is a mess?

It sucks that this happens with all the vast amount of help that could be possible. No doubt the biggest issue is the corrupted governments, something that I do not see changing anytime soon.
And for not being dated, yes that is an error.
But in reality, it really does not make a difference whos first with this subject as the numbers really never change and the same countries are always on the list.

The Congo was rich in resources and colonial powers ripped into it without doing the usual infrastructure building of roads railways and communication systems. Great description of missionary ineptitude in Barbara Kingsolver's novel' The Poisonwood Bible'
