While I don’t dispute your answer, you have quoted a figure for the São Paulo metropolitan area, while the other cities you have quote the figure for their downtown areas. If you choose to use metropolitan city figures then Jakarta is over 30 million, making it far larger than São Paulo.

Jakarta Metro is much bigger than Sao Paulo Metro (since you seem to be using that for Sao Paulo). It's the fourth largest in the world. You need to check your work better.
