Who decides the winner for US President if no candidate receives at least the majority (270) of the electoral votes?

Nowadays people of the US vote to elect President and Vice President every four years. The next presidential election will take place on the 8th of November, 2016. Candidates usually announce their intentions to take part in the election in the spring of the previous year to elections, that's why their campaigns start almost two years before the election.

A candidate is to receive an absolute majority of electoral votes to be elected to the presidential office. Electors from every American state vote to determine the number of these electoral votes. Sometimes the electoral college fails to elect a president, but such cases are covered by the 12th Amendment. The House of Representatives is to decide: every state delegation vote to choose the new president. Every delegation has a right to cast only one vote.
