Nawaf Shaker Al Abed ( born January 26, 1990) is a Saudi Arabian footballer who plays for Al-Hilal. Al-Abed plays as a winger and striker for both Al-Hilal & his national team.
In 2009, Al-Hilal signed in Al-Abed from their youth academy. On the 7th of November, Nawaf scored the fastest goal in professional football against Al-Shoulla in two seconds in the Prince Faisal U-21 Cup, but the match was cancelled due to several players over the age of 23 were found to have played in the age restricted game.

The above reference gives a list of fastest goals scored directly from the kick off. As also stated in the article the list is not comprehensive and all 'goals' are open to dispute due to size of pitch (variable), official timing mechanism used, etc.
The above goal is not listed anywhere officially because the match was cancelled.

The question is very open and is not date stamped. The game mentioned was a match that was later declared void due to ineligible players therefore not official. Gavin Stokes scored after 2.1 seconds and is official the fastest goal scored in a match from kick off. Nick Bendtner scored after 1.8 seconds after coming on during a match as a substitute.
