there was only 1 that I had to guess at (and one of the questions did not have the right answer available, Bolivia has a seat of government in La Paz, and a constitutional capital in Sucre..) I failed. The scoring is either wrong or just random.

Seems like you can't pass this test even by putting in the wrong answers. I did it twice - once with the right answers and once with random answers. Failed both times...I'm surprised...it's the first time you can't win regardless.
