Vance Duncan, I agree. Here is a definition from the dictionary: repeal or do away with (a law, right, or formal agreement). All three words, (nullify, neutralize, and abrogate) are synonyms.

“Abrogate” seems like an acceptable synonym for “nullify” as well.
